Position Summary
The Alliance Manager is a key member of Nava’s Growth team, responsible for identifying, cultivating, and managing strategic partnerships that support our mission to improve digital public services. This includes developing relationships with technology providers, implementation partners, subcontractors, and mission-aligned organizations, with a focus on supporting proposal development and long-term capture. In addition, this position will manage the three Joint Venture relationships and pipeline across the portfolio businesses.The Alliance Manager works closely with Business Development and Delivery teams to identify teaming opportunities, respond to solicitations, and shape Nava’s partner strategy in alignment with Nava’s business goals and growth strategies.This role is both externally and internally facing—requiring strong communication skills, cross-functional collaboration, and a strategic mindset to help Nava expand its reach and impact in public sector digital services.

What you’ll do

  • Identify and cultivate relationships with small businesses, large integrators, and mission-aligned partners in the government technology ecosystem.
  • Maintain a database of current and prospective partners, including details on capabilities, past performance, and socio-economic certifications (e.g., 8(a), SDVOSB, WOSB).
  • Represent Nava in partner meetings, conferences, and industry events, articulating our mission and capabilities.
  • Manage long-term relationships with strategic partners to support ongoing collaboration.
  • Lead or support the partnering strategy on capture efforts, helping to identify complementary capabilities that strengthen Nava’s teams.
  • Draft, review, and negotiate teaming agreements, NDAs, and subcontracting plans.
  • Coordinate with the Proposal Manager to ensure partner inputs (e.g., staffing plans, past performance, technical contributions) are timely and aligned with solicitation requirements.
  • Work with Proposal and Delivery teams to assemble subcontractor capabilities and resumes for bids.
  • Conduct research on emerging opportunities, contract vehicles, and strategic partners aligned with Nava’s focus areas (e.g., UI modernization, HHS programs, cloud-native services).
  • Contribute to go-to-market strategies for new service lines or verticals.
  • Support internal decision-making by analyzing partner landscapes and competitive positioning.
  • Collaborate with Business Development, Delivery, and Legal/Finance teams to ensure partnership decisions are coordinated, compliant, and aligned with company strategy.
  • Maintain internal documentation and share insights on partner performance and teaming effectiveness.
  • Coordinate retrospectives on past bids to evaluate partner effectiveness and improve future teaming.

Required skills

  • 5+ years of experience in partnerships, strategic alliances, or capture/proposal management in a government contracting or consulting environment
  • Proven ability to sell, especially B2B 
  • Deep understanding of government procurement processes, particularly around partnering structures for RFPs, IDIQs, and BPAs
  • Experience negotiating and managing teaming agreements and NDAs
  • Strong organizational skills and attention to detail, especially in compliance-driven environments
  • Strong written and verbal communication skills; ability to communicate across technical and non-technical audiences
  • Proven ability to manage multiple priorities, work independently, and drive cross-functional initiatives
  • A collaborative mindset and a strong orientation toward partnership, inclusion, and stewardship

Desired skills

  • Experience working with or managing small business subcontractors in government contracting
  • Familiarity with Salesforce or other CRM/partner tracking tools
  • Understanding of socio-economic partner classifications and federal small business goals
  • Experience supporting technical or digital service proposals
